DECRYPTION – The deputies are looking at the 2023 budget on Monday in the Hemicycle. In the absence of an absolute majority, the executive plans to have it adopted without a vote, via 49-3.
This is the first test for the executive. Deprived of an absolute majority in the National Assembly since the legislative elections last June, the government has so far managed a near-faultless performance in Parliament, by passing four bills: health, amending budget, power to purchase and, last Wednesday, unemployment insurance.
But the review of the budget, which should begin this Monday evening at the Palais Bourbon, promises to be much more complex. First, because the passage in the Hemicycle of this significant text is always a way for the opposition to show their disagreement with the policy pursued. Then, because it is always customary for parliamentarians who do not belong to the majority to vote against.
