Fuel crisis: which refineries and depots are affected by the strike?

Two of the seven refineries in operation in France are on strike this Wednesday. After Fos-sur-Mer and Gravenchon, the Donges site also ended the mobilization. Let us first recall that France has seven refineries, and an eighth in Martinique. Four are managed by TotalEnergies, one by Petroineos and two by Esso-ExxonMobil. Overseas, the installation is run by the Société anonyme de la raffinerie des Antilles (Sara). At the same time, about two hundred deposits dot the territory. The tricolor refineries are:

  • For TotalEnergies: Gonfreville-l’Orcher (Seine Maritime), Donges (Loire Atlantique) and Feyzin (Rhône), plus the Grandpuits (Seine-et-Marne) and La Mède (Bouches-du-Rhône) biorefineries ). But Grandpuits has been closed since 2020, to be transformed into a biorefinery by the end of 2024.
  • For Esso: Port-Jérôme Gravenchon (Seine-Maritime) and Fos-sur-Mer (Bouches-du-Rhône).
  • For Petroineos: Lavéra (Bouches-du-Rhône).

As for TotalEnergies, on October 19, two refineries and four depots were affected by the strike. This was lifted at Donges, but it is continuing in the refineries and depots at the Gonfreville-l’Orcher and La Mède sites. At the same time, the Dunkirk and Feyzin depots are also affected: on the latter site, the refinery is shut down for technical reasons, specifies the Ministry of Energy Transition.

With regard to Esso-ExxonMobil, the strike movement ended a few days ago, following discussions with management. On the site of the Fos-sur-Mer refinery (Bouches-du-Rhône), work has resumed but the restart, after several weeks of strike, will take some time: “There are stocks that are available. They will have to be made available. For the production part, it will take several days“, indicated the direction of the group.

Same observation in Gravenchon-Port-Jérôme (Seine-Maritime): “The strike movement is lifted here as in Fos-sur-Mer, negotiations with management are blocked and requisitions are in place, we no longer have any leverage to fight”, explained Christophe Aubert, CGT central union delegate at the end of the general meeting. The site was the first to be targeted by personnel requisitions to allow the delivery of fuel. “Employees are already calling management for a new negotiation on December 6 for the mandatory annual negotiations”added the trade unionist.
