Further increase in the number of civil servants

SAccording to an INSEE study, the civil service employed 5,716,900 employees on 31 December 2021, either 21,300 more than a year ago. This represents a increase by 0.4 %, after an increase of 0.6% in 2020. In detail, after two years of increase (+0.8% in 2020 and +0.2% in 2019), the workforce in the State civil service fell down slightly in 2021 (-0.1%) to settle at 2.52 million,with notably decreases of 2.9% in the Ministry of the Economy and 4.5% in the Ministry of Ecology, but increases of 1.4% in the Ministry of the Interior and 3.2% in that of Justice.

For their part, after a decline of 0.4% in 2020, the workforce of the territorial public service rebounded by 0.9% (+ 16,900 positions) in 2021 to stand at 1.98 million. Iemployment has mainly increase in the municipal sector (+1%), driven by intermunicipal organizations (+ 3.4% in urban communities), but he also progressed in departmental bodies (+0.6%) and in regional councils (+0.3%).

Finally, in the public hospital service, the workforce continued to increase in 2021 (+0.5%, i.e. +6,400 employees), but more weakly than in 2020 (+1.8%), to settle at 1.22 million, with in particular an increase of 0.7% in the hospitals.

In total, for ten years, between December 31, 2011 and December 31, 2021, the number of civil servants has increased 223,700 employees (+4%), including 56,300 in the State civil service, 95,400 in the territorial civil service and 72,000 in the hospital civil service.
