Return to the field. More than a month after his last national trip – which dates back to the week of his re-election, at the end of April – Emmanuel Macron went to Cherbourg (Manche) on Tuesday afternoon. Arrived on site more than an hour and a half late, because of a European Council on the war in Ukraine which kept him in Brussels, the President of the Republic was immediately arrested by a woman on the “medical desert » that constitutes the area. “Nobody wants to come here, we’re at the end of the world “, abounded another to insist on the lack of attractiveness of the territory. The opportunity, therefore, to immediately touch on part of what the Head of State had come to see. He, the “son of a neurologist claimed, anxious to go to the bedside of the public hospital, and take the pulse of a key sector yet bloodless today. To the point that some 300 to 500 CGT union members wanted to express their dissatisfaction, but were kept at a safe distance.

Already weakened for a long time by a lack of human and financial resources, healthcare personnel have been put to the test by two years of an unprecedented epidemic crisis. A time offset by the efforts of white coats in the face of the waves of Covid-19, precariousness is now cruelly brought to light there by the ebb of the virus. All this, despite the massive investment made by the “Ségur de la santé”. “There’s no hidden plan that will fix it all “, has also recognized Emmanuel Macron, while burn-out and resignations multiply. Proof of this is that with the approach of the summer holidays, some 120 emergency services would be closed or threatened to be closed in the country, according to a list drawn up by the association Samu-Urgences de France (SUdF).

“Complete Logic Change”

Among those who still manage to almost escape this disastrous fate, is the public hospital center of Cotentin. “You have responded (to the great current difficulties) with a very innovative mobilization, and solutions that have made it possible to resist. Things that don’t happen everywhere “, he noted, alongside Brigitte Bourguignon, the new Minister of Health. “I’m here so I can hear you “, he continued, saying he wanted to be inspired by this model where, although “degraded », access to care – both in hospital emergencies and in city medicine – is collectively organized around the various local actors, thus making it possible to avoid saturation. This, thanks in particular to daily telephone intermediation by the Samu, between 3:30 p.m. in the afternoon and 8 a.m. in the morning.

Wishing to promote this “model“, even to generalize it to the maximum, Emmanuel Macron thus announced the launch of a one-month “flash mission” on unscheduled care. “Then, from July, I would like to launch a conference of stakeholders. On health, as on education. People have to decide as close to the ground as possible, more flexibility is needed. It’s a complete change of logic“, he detailed. Responsible for proposing solutions, the first structure should be entrusted to the head of emergencies of the CHR Metz-Thionville and president of Samu-Urgences de France, François Braun, opportunely present on Tuesday and installed in the front row of the meeting. The man, who became known to the general public during the pandemic, notably played the roles of “Mr. Health” with the president-candidate during the campaign, alongside two of his colleagues.
