Is it true that “only 5% of the facts denounced give rise to convictions in France”?

As regards the proceedings dismissed, this is rather true. The vast majority of cases actually end in a discontinuation. If we look at the figures of the Ministry of Justice for the year 2018, the latest complete data, about 4.6 million cases were received by the various prosecutors. However, among them, a little more than 2.8 million concerned facts considered as not susceptible of prosecution, that is to say 61% of the cases. And among the cases initially recognized as susceptible to prosecution, 12.3% ultimately ended in a discontinuation.

This therefore corresponds to approximately 65% of all the procedures received in 2018. In eight out of ten cases, this dismissal is decided for lack of elucidation, while in 19% of cases, the charges have were considered insufficient.

Valérie Pécresse is therefore telling the truth … But for this figure alone. Because with regard to the convictions, the president of the Ile-de-France region minimizes. Of the approximately 4.6 million cases cited above, we find in ministry data that 549,980 resulted in convictions. That is 11.7% of cases. They resulted in prison sentences, fines or alternative sentences.
