“It’s a source of anxiety”… The declaration of real estate turns into a nightmare for the tax authorities

All owners must complete a new mandatory declaration. But faced with errors and questions, the tax services find themselves overwhelmed by requests. The deadline has therefore been postponed by one month, to July 31.

The new declaration of real estate has not finished talking about it. As a reminder, the General Directorate of Public Finance (DGFiP) is asking the 34 million French owners to complete a new declaration online. Normally due before June 30, 2023, this declaration has been postponed to July 31, 2023. In question, a low filling rate. According West France, “only” 60% of owners have now completed the declaration.

It must be said that the questions are numerous, and the situation sometimes chaotic. In a letter published Monday, June 26 on its website, the Solidaires Finances publiques union alerts the director general of the DGFiP. “We have feedback from agents and many department heads who inform us of extremely worrying situationsin particular at the level of the reception of the public”, assures the union, which reports users sometimes “very aggressive”.

80,000 calls per day on the dedicated number

Still according to Solidaires Finances publiques, part of the difficulties encountered comes from the lack of the possibility of filing a paper declaration. “Solidarity Finances Publiques has warned on numerous occasions, starting in November 2020, that the choice made and supported by the administration of a completely dematerialized campaign was inevitably going to encounter major difficulties with our fellow citizens “, judge the union, which explains that” because of this absence, the services had to create each on their side, a paper document distributed to the public in order to limit the queues and to allow the service a posteriori seizure. »

It must be said that people accustomed to the paper declaration are put in great difficulty by this new 100% digital declaration. Faced with the uproar, the DGFiP recalls that in the event of “you need assistance in making your declaration or a problem accessing our online services, you can call 0 809 401 401 (free service + price of a call), Monday to Friday from 8:30 a.m. to 7 p.m., or go directly to the tax office or to the France services area closest to you to access a self-service computer and benefit from personalized support if necessary.

A beautiful promise, which however seems difficult to keep. ” Services overwhelmed by demandsobserves Christophe Céron, of the Solidaires Finances Publiques union, in West France. More than 80,000 calls per day mid-June! And in the centres, when you are alone at reception with 50 people waiting… I have heard from officers in tears. »

“A source of anxiety for taxpayers”

Many MoneyVox readers also regret the lack of clarity when validating his statement. Impossible indeed to have the confirmation that everything is well done. “All the services tell us about their lack of understanding on this point, confirms Solidaires Finances publiques. This absence is a source of many calls and contacts, and a source of anxiety for taxpayers. Gold, a simple confirmation email would have saved taxpayers and agents a lot of stress. »

If you have not yet completed your declaration, you can do so from your personal tax area, tab “real estate”. And in the event of errors, you can request an update from the DGFiP via the secure messaging system of your private space on impots.gouv.fr by choosing the topic “I have a question about the description of my property real estate “.

Then all that remains is to be patient. “Your request will be processed as soon as possible by the services of the DGFIP, within a period that may exceed the deadline for the declaration of occupation. The update of the description of your goods may take place later”, assures the DGFiP.
