A week after a first special departmental technical committee (CTSD), already rejected by the trade unions, this second committee did not provide the answers expected by the FSU and Unsa Education.
For Aurélien Bergonzi, departmental co-secretary Snes-FSU, this new meeting has not corrected anything. “The proposal grid has not changed. The inspection remained on the same distribution. This is the reason why the votes were unanimously against this new CTSD. Staffing questions remain. But the academic inspectorate maintains its confidence in the statistical service which, in our opinion, makes risky forecasts and overestimates the leakage of students “
Staff forecasts revised downwards by the academy which, according to the unions, lead to a reduction in the allocations of the establishments. At Unsa Education, the situation is similar. “We anticipate a sharp increase in the number of staff in certain establishments and no additional means are planned. In Saint-Amour, for example, our forecasts are based on 62 pupils in 4th grade. While the inspection only provides for 59. If our figures materialize, the establishment will have to open a class on its own”, explains Baptiste Guillard, departmental co-secretary SE-Unsa.
“The hours that are theoretically dedicated to group work will have to be used to create a new class,” laments the teacher.

Clearly, for the trade unions, the rectorate “does not grant enough means to properly staff all the establishments”. Another question raised during this committee, that of the envelope granted to the development of the inclusive school. “There are very specific needs for these students with disabilities. It takes special kindness. For real inclusion, there is room to give more,” says Baptiste Guillard.
This second CTSD therefore did not convince the union representatives, disappointed “that no modification” had been made compared to the previous week. According to them, a hundred more hours would be needed to work in decent conditions.
