Lockdown for the unvaccinated
The federal and state governments have decided
In view of the current Corona situation, “a national act of solidarity” is necessary, says Executive Chancellor Angela Merkel. At a new meeting of the federal and state governments, further steps were agreed. These measures are intended to break the fourth wave.
The federal and state governments have agreed on this:
- A Federal-state crisis team should take care of the problems of the vaccination campaign in the Federal Chancellery. Specifically, it is about logistics, vaccine delivery and vaccine distribution.
- By Christmas everyone who opts for a first vaccination or who needs a second or booster vaccination should also be provided with it. It will be there of up to 30 million vaccinations went out.
- Who can vaccinate, is being expanded: In the short term, doctors should be able to delegate vaccinations to pharmacies or nursing staff, for example in old people’s homes. In the long term, it should be regulated by law that vaccinations are also carried out in pharmacies and dental practices.
- the Validity of the vaccination status, i.e. how long a person is considered fully immunized, should be shortened. The exact regulation should be in agreement between the federal and state governments by the end of the year.
- Regardless of the incidence, should be Facilities and events for cultural and leisure activities (Cinemas, theaters or restaurants) the 2G rule apply. Unvaccinated people are excluded from it. A corona test may also be necessary for vaccinated and convalescent people (2Gplus). The rules do not apply to people who cannot be vaccinated for medical reasons. Exceptions may apply for children up to the age of 18.

Children up to 14 years of age are exempt from the regulation. There are no contact restrictions for meetings between the vaccinated and the convalescent.

In closed rooms this means that 30 to 50 percent of the capacity or a maximum of 5000 spectators are allowed. In the open air, capacities at major events may only be used at between 30 and 50 percent, there is an upper limit of a maximum of 15,000 spectators. It is mandatory to wear medical masks at all events. Unvaccinated people should be excluded. A corona test may also be necessary for those who have been vaccinated and those who have recovered. However, ghost games are still possible: Countries with a “high infection rate” should cancel events if possible and hold sporting events without spectators.
- Clubs and discos indoors should be closed from a seven-day incidence of 350.
- In schools a mask requirement should apply in all grade levels.
- The control of the vaccination status should, if possible, be done with the help of apps, and strict control of all rules should also be ensured.
- The federal and state governments also come to an agreement Firecracker ban. A nationwide ban on meeting people and gatherings is to be implemented on New Year’s Eve and New Year’s Day. The municipalities determine popular locations where a fireworks ban should apply.
- In the Federal Chancellery it should be in the future Panel of experts consisting of scientists. It should meet weekly and make joint suggestions.
Furthermore, the federal and state governments welcome the fact that the Bundestag will promptly pass a general compulsory vaccination want to decide. It should apply if it is ensured that all those who want to be vaccinated should also receive a vaccination offer. In their decision, the federal and state governments expect February 2022. The ethics council is to develop a recommendation by the end of the year.
That German Infection Protection Act should be supplemented by further measures. This expands the toolbox for countries and districts with a high incidence of infections. Specifically, it is about the temporary closings of restaurants, prohibition of alcohol distribution or consumption, restriction of gatherings, restrictions on hotel accommodation. In addition, the previously applicable transition period for measures that came into force by November 25, 2021 is to be extended beyond December 15.
Also with a view to the affected Advent markets, it is welcomed that the old federal government is still extending the Bridging aids (Bridging Aid IV). Other programs are to be extended, including hardship aid, the federal special fund for trade fairs and exhibitions, the federal special fund for cultural events, the Corona aid professional sport program and the KFW special program. It is also welcomed that the special regulations for Short-time work allowance to be extended until March 31, 2022.
