Minister Vergriete promises to “put resources in place”

The Minister for Housing Patrice Vergriete promised Thursday to “put resources in place” to relaunch the construction of social housing, despite the current rise in land prices.

“2024 must be the opportunity to move out of housing without waiting two years for land prices to fall. There are 2.4 million people seeking social housing in France. We are going to deviate and put in the means,” declared the minister after signing in Dijon the first “territorialized convention” for social housing in France.

These agreements, the creation of which was announced by Mr. Vergriete at the HLM congress last October, are for a period of three years and are intended in particular to relaunch the production of social and intermediate housing by preferring objectives by territory, more adapted to local realities according to the ministry, as well as a national objective for the production of social housing.

“We don’t care about the national number, it’s ridiculous. Previous national objectives for the production of social housing were not achieved and the number of authorizations for new HLMs fell under the presidency of Emmanuel Macron, with the HLM world regularly criticizing the executive for making savings to its detriment. .

In 2023, the number of social housing authorizations in mainland France should be around 85,000, according to government forecasts. However, 198,000 per year are needed to respond to major demographic trends and reduce poor housing, according to the Social Union for Housing, the confederation of social landlords.

The PS mayor of Dijon, François Rebsamen, a fervent support of Emmanuel Macron, produced, in 2021, a report on the relaunch of sustainable housing construction, highlighting “a crisis of supply” and calling in particular for “ local contracts for housing, concluded between the State and the municipalities and intermunicipalities”.

“There are 10,000 housing needs in Dijon. We are committed to building 1,600 per year over three years and from 2024,” declared the mayor of this municipality of 162,000 inhabitants.

Further decentralization of social housing must be the subject of a bill expected in the first half of 2024.

HLM represents 4.8 million housing units and around 15% of French households as tenants.
