The consultations initiated over the past two months on security and traffic limitation perimeters, which will apply this summer during the Olympic Games (July 26-August 11) and Paralympic Games (August 28-September 8), have produced their first effects. . “We have opened up the field of possibilities in terms of exemptions to stick as closely as possible to the reality of life, personal and professional, and to not paralyze people’s activity while respecting safety rules”explained the Paris police prefect, Laurent Nuñez, in an interview with AFP published Tuesday February 6.
In particular, it will now be possible to enter with a vehicle in a red perimeter (prohibited to automobile traffic) to provide essential care, deliver meals to vulnerable people, make a move that cannot be postponed, deliveries to businesses or ensure social marauding. Taxis and VTCs will also be able to pick up or drop off a local resident.
For all these exemptions, you will need to register on an online platform and provide the necessary supporting documents to have the mandatory pass. “Emergency cases are exempt from requesting a certificate”specified Mr. Nuñez.
“We made some moves”welcomed the prefect, while finding a “balance between preserving a fairly normal life for people and the imperatives of security”. “It’s not completely validated. It is done by us but I am waiting for the return of the City, of the elected officials but, roughly speaking, we have not had any comments”he clarified.
Four security perimeters have been established around the competition venues. A gray perimeter (competition venues) is reserved for ticketed spectators and accredited spectators and a so-called “SILT” perimeter (for “internal security and the fight against terrorism”) established as close as possible to the competition venues where people are not only searched but screened, that is to say subjected to a prior security investigation. Another perimeter, red, will prohibit automobile traffic (except for exceptions). A blue perimeter will prevent motorized vehicles from passing through but will remain accessible to those who go there to work, return home or go to a business. The blue and red perimeters are perimeters affecting vehicle traffic. On foot, there is no ban.
Mr. Nuñez also declared “work on the conditions in which we can continue to implement real estate works which can have an impact on traffic and the right-of-way of roads. We try to be as flexible as possible, to limit restrictions as much as possible”.
However, the prefect does not hear “let in trucks that will deliver materials to the red zone while there are flows of pedestrians”. “We will make deliveries possible provided that there is no right of way on public roads. It will have to go very quickly to leave the flow of pedestrians free and the building work can continue almost everywhere”he added.

On the other hand, work on the roads will not be possible in the blue and red zones, noted Mr. Nuñez “because it will create traffic congestion”. “On all reserved lanes and relief lanes and others, this will not be possible either”, he added. The results of the consultations and the final traffic perimeters will be revealed at the end of February.
