The deputies adopted on Friday at first reading new amendments to the 2023 budget against the government’s opinion, to “correct the failures” of “MaPrimeRenov'”, grant a tax credit to volunteers, and help cities affected by the coastal erosion.

As part of the MaPrimeRenov’ system for energy-efficient renovation of housing via a tax credit, the aid offered to owners did not achieve its objective. The Court of Auditors has indeed indicated that in 2021 it only made it possible to change the energy performance level of 2,500 homes, for a target of 80,000 renovated thermal strainers.

The government agrees, but did not want to restore a tax credit, deemed ineffective. I think we should keep the bonus but (…) make it more attractive, said the Minister of Public Accounts Gabriel Attal.

The presidential camp was however beaten by a narrow head (92 for, 88 against) during the vote on an LR amendment, supported by the Nupes (LFI, PS, EELV, PCF) and the RN. He asks the government to review the device, so that it finances more global renovations rather than minor works. It provides for the creation of a tax credit, without setting a threshold or rate.

A little later, the deputies adopted an amendment concerning volunteers, against the advice of the executive. It aims to transform into a tax credit an existing tax reduction for their mileage costs as part of their commitment to associations.

The Assembly also adopted, against the opinion of the government, an amendment…Renaissance. Filed by Sophie Panonacle, it provides for a small additional tax on real estate transactions, of 0.01%, to pay some 35 million euros per year into a fund for municipalities affected by coastal erosion.

Gabriel Attal pleaded for budgetary support rather than an increase in taxation. The amendment was however adopted (96 for, 67 against), supported by the Nupes, the RN and some deputies of the majority (7 Renaissance, 7 Modem, 3 Horizons).

The government will have every opportunity to include or not these amendments in the budget which it should submit next week to the procedure of article 49.3 of the Constitution, allowing its adoption without a vote, except motion of censure.

Lacking an absolute majority, the executive suffered a series of defeats this week during votes for amendments.

On the other hand, with the approval of the government, the deputies carried 3,500 euros per dependent child the ceiling of the tax credit for childcare costs for children under six, against 2,300 euros today.

The Assembly rejected, on the advice of the executive, amendments from various sides providing for the deductibility of loan interest for first-time buyers of housing that meets environmental construction requirements.

She also rejected LR amendments, supported by Marine Le Pen (RN), aimed at creating a tax credit for the costs of sterilization of cats.

The deputies then held a long debate on the reform of inheritance rights, the chairman of the Finance Committee Eric Coquerel (LFI) announcing the launch of an information mission, probably next year.
