new hiccup on votes in committee the National Assembly

Two new votes on Wednesday where the Macronist majority does not succeed: the deputies spoke out in committee for the State to compensate communities for the revaluations of the index point for civil servants and the RSA.

Two amendments to this effect to the draft amending budget for 2022, presented by the opposition group LIOT, were adopted in the Finance Committee with one vote each time, despite the unfavorable opinion of the general rapporteur Jean-Ren Cazeneuve (LREM).

They anticipate for one that the State compensates communities up to 1.136 billion euros for the general increase of 3.5% for civil servants from July 1.

The other amendment plans to allocate 120 million to the departments which pay the RSA, to compensate for the 4% increase in this benefit programmed by the State.

Dealing with the increase in aid

What is the meaning of an RSA where the State decides on everything without compensating?, pleaded Charles de Courson (LIOT), who wished with his amendments to ask the government about the consequences of its decisions for the communities. He found support from both right and left.

Conversely, Mr. Cazeneuve castigated blind measures, instead of more targeted devices for communities in difficulty.

The situation of the communities in general is rather favorable, abounded Mathieu Lefvre (LREM), who underlined that the receipts are rather well oriented due in particular to the increase in VAT and the indexation of the base of local taxes on inflation.

The Minister of Public Service, Stanislas Guerini, had assured at the end of June that the communities would have the budgetary means to cope with this increase in wages.

Local authorities saw their financial situation improve significantly in 2021, thanks to the economic recovery and aid to deal with Covid-19, noted the Court of Auditors in a report published on Tuesday.

The two amendments validated in committee will have to be reviewed at the end of next week in the Chamber, as part of the examination of the draft amending budget.

In the night of Tuesday Wednesday already in this same committee, an identical amendment of the LIOT and the LR had been approved against the opinion of the rapporteur, planning to replace the tax deduction for professional travel by a tax credit.

The government, deprived of an absolute majority, suffered at the same time a first setback in session on the health bill, adopted amputated from a key article on the possible return of an anti-Covid health past for entries into the Hexagon.
