LREM MP Herv Berville, appointed Secretary of State for the Sea on Monday, got involved in the National Assembly on development aid issues and was the personal representative of Emmanuel Macron Kigali in 2019 during the 25th commemoration of the genocide in Rwanda, his country of birth.
In a Kigali orphanage before the start of the genocide, he was evacuated with his brother in the early days and adopted at the age of 4 by a family from Pluduno (Ctes-d’Armor). He only returned to Rwanda in 2015, where part of his original Tutsi family was decimated during the conflict.
Meanwhile, Herv Berville, 32 years old today, went to Sciences Po Lille, the London School of Economics, and carried out assignments as an economist for the French Development Agency (AFD) in Mozambique.

A time close to the PS, he joined the collective Les Jeunes with Macron in the fall of 2015, before becoming its referent in the Côtes d’Armor for the presidential election.
Elected to the Palais-Bourbon in 2017, among the cadets, he naturally sat on the Foreign Affairs Committee and became one of the spokespersons for the Walker deputies. Mr. Berville notably submitted a report to the Prime Minister on the modernization of development aid in 2018. Last year, he was the rapporteur for a bill to reform French development aid, with resources strengthened and refocused on eighteen African countries and Haiti.
Another front for Mr. Berville: the fight against racism, from which he had not suffered until then. Along with other black-skinned elected officials, he was the target of death threats in early 2019, their author deploring that he had unfortunately escaped the machetes of Rwanda.
He was re-elected in June with 55.9% of the vote against a Nupes candidate.
