New support measures for young children and their parents

The government wants to "strengthen the maternity teams, by creating 200 additional positions by 2021" so as not to leave parents alone after the arrival of a child.

On September 23, Emmanuel Macron announced the doubling of paternity leave which therefore goes from 14 to 28 days. This Sunday, the government announces in the wake of new measures to support young children and their parents so as not to leave them "alone, before and especially after childbirth". "The idea is to accompany them for the first 1,000 days", explains Adrien Taquet, Secretary of State for Children and Families, to Journal du Dimanche.

For best support for parents "often lost" after the arrival of a child, the state is inspired by a report on "1000 first days of the child" of a commission of experts, chaired by child psychiatrist Boris Cyrulnik and handed over to the government in early September.

These are no less than three million euros per year that will be invested in order to "generalize early prenatal interview, in the fourth month of pregnancy" and "strengthen the maternity teams, by creating 200 additional positions by 2021". "We will increase home visits after birth, especially in the fifth week and the third month, which correspond to peaks of post-partum depression. A disease from which 30% of mothers suffer", assures Adrien Taquet. "The goal is not to define the code of the good parent but to transmit ten key messages, on breastfeeding, exposure to screens or ordinary educational violence. Everything will be recorded in the health record. But also in the '1,000 days' application which should be online next summer ", he adds.

The government wishes to set up specific courses "to take into account certain weaknesses ". Adrien Taquet announces that the State counts "create 10 new mother-baby units to hospitalize those who need it most, and 20 additional mobile teams in perinatal psychiatry ".

To facilitate childcare, the 280,000 childminders, usually authorized to look after a maximum of four children, will be able to receive one more, urgently, one week per month. At the same time, the government will set up a platform for "centralize and geolocate all available places" to help young parents. Finally, the Secretary of State for Children and Families said the executive would look at parental leave, which the Cyrulnik report recommends improving compensation for.
