An important day for our taxes and for our health. The first five-year budget and the Social Security financing bill are presented to the Council of Ministers on Monday. Last straight line before the text reaches the National Assembly. The debates are already shaping up to be heated. And the question of pension reform agitates the opposition. The executive has considered passing it through amendments, even mentioning the possibility of recourse to 49.3. Even if for the moment, this reform is not included in the bill.

A dinner on the subject organized on Wednesday

The first draft of the Social Security budget, presented this morning, should not include pension reform. However, the track of a future amendment is not abandoned. The option remains on the table, as does that of specific text early next year. In other words, the question of the method has not yet been decided to know which formula will be retained. We will therefore have to wait at least until Wednesday. A dinner devoted to pension reform is planned around the President and the Prime Minister, members of the government and several heavyweights of Macronie, including François Bayrou.

Towards a 49.3?

Objective: to restore calm in the majority, while the boss of the MoDem repeated all weekend his opposition to a forced passage via an amendment to the Social Security finance bill. Positions that Emmanuel Macron must take into account, even if he is determined to go quickly, confides a minister. If he has not yet decided on the form, the Head of State has already decided: in substance, the pension reform must be implemented in the summer of 2023, insists his entourage.

For her part, Elisabeth Borne promised Monday “the search for compromise” on the method without excluding the use of article 49.3. “My method is dialogue, the search for compromise. At the same time, the French would not understand that we are blocked, it is true on the budget, it is true on the important reforms that we want to bring “, affirmed on BFMTV and RMC the head of government. Article 49.3 is “one of the tools that is available to the government if there is a deadlock situation”, she underlined.

“Classic path” or 49.3, for the time being one thing seems certain, the method envisaged for the pension reform will be made public “by the end of the week”.
