Purchasing power: what does the amending finance bill, voted this afternoon, contain?

After two days of debate and more than 550 amendments examined, the second text of the purchasing power package, which constitutes the amending finance bill (PLFR) for 2022, will be voted on by the two chambers on Thursday afternoon. The Senate and then the National Assembly must vote definitively on the amending finance bill, the second part of the purchasing power package, Thursday at the end of the afternoon. An agreement was reached on Wednesday in the joint joint committee, after three weeks of long day and night debates. What should be remembered?

Launch of a biometric vital card

The senators had made the monetization of the RTTs permanent. The parliamentarians finally agreed on a deadline set for December 31, 2025. Another amended measure: that concerning the exceptional back-to-school aid of between 100 and 150 euros on average. It will not only benefit low-income workers, as stipulated in the latest version of the text, but will also affect recipients of social minima and the allowance for disabled adults. Bruno Retailleau’s amendment on the launch of a biometric Vitale card to fight against fraud was also validated on Wednesday evening, as was the envelope of 600 million euros intended for local authorities.

The right satisfied, the left skeptical

All these measures are rather a source of satisfaction for the right, which has largely amended the text. The left, for its part, denounces an ideological convergence between Les Républicains and the government. Emmanuel Macron, he welcomed the compromises found by parliamentarians. “I want to salute their work and that of the government”, said the president, while the text must be definitively voted on by the two chambers this afternoon.
