Recovery plan in the territories, time for the first assessment

Eight months after the launch of the economic recovery plan called France relaunch, three ministers, Bruno Le Maire (economy and finance), Jacqueline Gourault (cohesion of territories) and Olivier Dussopt (public accounts) drew up, Thursday, May 6, a first assessment of its deployment to local authorities. At the beginning of May, half (5.5 billion) had been mobilized.

The first part of this mechanism is intended to support local investment by providing additional funding of 2.5 billion euros. Already, 2 billion have been allocated, making it possible to support more than 9,000 local projects generating a total of 6 billion euros in public orders. This funding was made directly available to the prefects: they are the ones who examine the files submitted by the communities and award the subsidies.

Thus, 2,000 school buildings – more than 300 high schools, 230 secondary schools, 1,450 primary schools – will benefit from a subsidy for energy renovation or accessibility. More than 70 local medical centers or multidisciplinary health centers have also been created or upgraded. Or even 1,300 kilometers of cycle paths.

In addition, there are sectoral mechanisms, such as the “brownfield fund” intended for the rehabilitation of industrial brownfields. Initially endowed with 260 million euros, to which are added 40 million euros from Ademe for polluted wastelands, it has met with a success that far exceeds forecasts. “The demand is six times higher”, indicated Mr. Le Maire, which will probably lead to a redeployment of funds from this fund.

“Rural areas are doing well”
