Switzerland continues to be considered a non-associated third country in the EU program. With this status, researchers in Switzerland could take part in around two thirds of the program, according to the Federal Office for Economic Affairs, Education and Research (WBF).

Since negotiations for a framework agreement between Switzerland and the EU were broken off in May 2021, Switzerland has been considered a non-associated third country in the EU programs. The Federal Council had already decided on transitional measures totaling 1.85 billion francs for 2021, 2022 and 2023.

As the Federal Council emphasizes, the goal remains the fastest possible association with the Horizon package. With the start of talks for an agreement with the EU, researchers in Switzerland received access to the call for tenders for the so-called ERC Advanced Grants. Researchers can apply for these grants from May 29th.

If the EU Commission positively evaluates projects from Switzerland, they would then be financed directly by the State Secretariat for Education, Research and Innovation (SERI). The Federal Council is earmarking 600 million francs for this. The remaining 50 million francs are earmarked for parts of the program that are not accessible. These included, among other things, individual funding instruments for which national transitional measures would be used.
