RSA, APL … The conditions for granting CAF aid soon to be tightened

Reside at least nine months of the year on French soil to be able to receive allowances or social minima: the government plans to tighten access to “national solidarity funds”, said Gabriel Attal on Wednesday.

I am working to increase the duration of (minimum) residence on French soil for all social minima and social allowances, said the Minister of Public Accounts on RMC / BFM TV.

Today, to receive the minimum old age or family allowances, you have to spend six months in France, to receive the APL (personalized housing assistance, editor’s note) you have to spend eight months in France, to receive the RSA (solidarity income active), you have to spend nine months in France, numbered Gabriel Attal.

I am in favor of harmonizing everything nine months, he added. When you receive funds from national solidarity, you have to be entitled to receive them – and the majority of people are entitled to receive them, he stressed.

Initially, Gabriel Attal undertook to give a favorable opinion to an amendment by senator Les Rpublicains Bruno Retailleau to the government’s pension reform project. The parliamentarian wishes to increase by six to nine months the annual duration of residence in France to be eligible for the minimum old age.

An anti-fraud plan

The Minister of Public Accounts is due to present a plan to combat fraud in the coming weeks, in the context of which he has already announced the ban, from 1 July 2023, on the payment of allowances (excluding pensions) into bank accounts not -Europeans.

In 2022, the government calculated the fraud on CAF benefits (family allowances, housing allowances, RSA, etc.) at 351 million euros.

These benefits are also characterized by a high rate of non-recourse, assessed by Secours Catholique around one-third of people eligible for the RSA and one-quarter of those eligible for family allowances.
