This system is based on two aspects: early identification of situations of financial difficulty by organizations to which we owe regular expenses and enhanced support for households, indicated the Minister of Economy and Finance during a press briefing. .
When a social landlord resume two arrears in a row, he will trigger a procedure to propose a diagnosis in order to see if it is an accident or a more serious incident, indicates Bercy. This identification will also be carried out by the energy suppliers, EDF, Engie and Total Energiespartners in this experiment which also brings together the Ministers of Solidarity, Energy Transition and Housing.
If the diagnosis shows that the household is over-indebted, it will receive a information on the measures in place to help and may be directed, for enhanced support, to one of the 60 Budget Advice Points who participate in the experiment.
Aide-Budget will be carried out for twelve months on eleven departments: North, Isre, Paris, Seine-Saint-Denis, Dordogne, Hrault, Bas-Rhin, Ctes-d’Armor, Haute-Savoie, Seine-Maritime and Runion. An assessment will then be carried out to decide whether it should be generalized to the whole territory.
500 Budget Council Points exist on the territory. They support people wishing to improve the management of their budget or face a difficult financial situation. Their number has doubled in five years.
Over-indebtedness cases down since 2016
