Suez seizes the administrative court

Suez urgently seized the Paris administrative court to contest the relaunch of the call for tenders for the large Ile-de-France water market, affected in the spring by a computer bug, the Agency learned France-Presse (AFP) Friday November 10confirming information from Marianne.

Because “pre-contractual referral”Suez denounces the non-application of the provisions of the public procurement code, in order to block the decision of the Ile-de-France Water Union (Sedif) to continue the call for tenders for this 4.3 contract billion euros over twelve years, according to the source consulted by AFP.

The process had been suspended since the occurrence in April of an incident on the Sedif IT platform, which resulted in confidential documents intended for Suez ending up at rival Veolia. After six months of uncertainty, the Sedif, chaired since 1983 by André Santini, decided in October to continue the process, on the basis of the offers received before the incident. The union explained this decision based on a precedent that occurred at Transdev in 2017.

The transport operator then by mistake had in hand a USB key containing the proposal from its competitor Keolis. Lille, the awarding authority for the market, had finally made its choice based on the proposals as they stood on the eve of the incident.

But in the case of Sedif, “the price has not yet been negotiated” And “nothing guarantees that users will be able to benefit from an attractive rate”decrypted Marianne. The hearing before the administrative court will take place on November 21.
