After days of negotiations behind closed doors, the Audit Committee of the Council of States (GPK-S) recommended a parliamentary commission of inquiry (PUK).
Next is the so-called office of the Council of States, probably on Wednesday. It must also formally vote for a PUK, after which the business can go to the two councils.
In March, the office of the National Council unanimously voted in favor of proposing the establishment of a PUK to Parliament.
It can be assumed that the office of the Council of States – with vote counters, president and vice-presidents of the Council of States – will adhere to the recommendation of the GPK-S.
If this votes in favor of the appointment of a PUK, the office of the National Council will then draw up a draft dismissal that defines the task and budget of the PUK. This then goes to the National Council in the summer session at the earliest, and later to the Council of States. Both councils must agree to the establishment of a PUK.

A PUK is Parliament’s strongest instrument. It is used when there is a suspicion that something has gone wrong in the machinery of the federal government. The law stipulates that a PUK is made up of an equal number of members from the National Council and the Council of States, and these reflect the strength of the parliamentary group. In contrast to traditional parliamentary commissions, a PUK has special powers. It can question witnesses and inspect the minutes of Federal Council meetings. So far there have only been four PUKs.
