The talks are starting in a context where the accounts of the regime, already flourishing, could remain so for a long time, thanks to the lowering of the legal age of departure from 62 to 64 years. A situation that leads employee organizations to demand action in favor of the insured. The State, for its part, could ask the social partners to contribute to the financing of measures contained in the reform promulgated on April 14.

During Tuesday’s meeting, the parties involved intended to develop a program of discussions, knowing that these will come to the heart of the matter at the start of the school year. For the direction of Agirc-Arrco, the ideal would be that the protagonists manage to agree around October 10, at the latest, so that the new rules, laid down in the compromise found, can play for the next revaluation, scheduled for 1er November, like every year. Some 13 million pensioners are concerned, the amount of benefits paid having reached 86.5 billion euros in 2022, which makes the scheme one of the largest in our pay-as-you-go system.

“There is no pot”

In the negotiations to come, one of the crucial points will relate to the objectives “equilibrium trajectory”themselves defined according to an economic scenario of “medium-long term”. From the outside, the managers of the fund seem bathed in opulence. In 2022, Agirc-Arrco generated a surplus of 5.1 billion euros. Its reserves, at the end of December, amounted to nearly 69 billion (89.7 billion taking working capital into account): this is a sum greater than the principle set by the social partners, which consists of have, over fifteen years, a jackpot equivalent to six months of allowances.

According to the latest report from the Pensions Orientation Council, published on June 22, Agirc-Arrco would remain largely in the green for decades. But such projections are based on assumptions – in terms of productivity and the number of job seekers, in particular – which are considered a little optimistic by some players, in particular by employers.
