The “Climate and Resilience” law was to make mandatory, from January 1, 2022, the performance of an energy audit when selling a house or a single-ownership building considered as an energy strainer, that is to say – say whose energy performance diagnosis (DPE) is class F or G. Problem, there are not enough professionals to respond to an increase in activity estimated at 10,000 audits per month with the entry into force of this measure.

The energy audit is a document making it possible to precisely define a work plan to improve energy performance, it is considered a necessary step to facilitate overall renovations. Its cost is estimated at around 900 € for a house.

8 month lag

To give the profession the time for its necessary adaptation and thus guarantee an offer throughout the territory, the Ministry of Housing has decided to postpone this deadline to September 1, 2022 after consultation with professionals. Thus, sellers of goods diagnosed F and G will not have to produce an audit for acts signed before this date.

By September 1, the Ministry of Housing ensures that dedicated software will be developed and a sufficient number of professionals will be trained and qualified to meet demand. In addition, this period will improve the readability between the various existing audit systems. As of September 1, 2022, buyers of houses or buildings classified F or G will have, in addition to their DPE, a precise detail of the work necessary to carry out a high-performance renovation in stages and a renovation making it possible to directly achieve the class B.

Decree expected

The decree provided for by law and defining the missions and qualification conditions required for professionals performing the energy audit will be published by the end of the first quarter of 2022, so that software and training are deployed during the second quarter 2022. This calendar will thus provide a running-in period for the audit during the summer of 2022. Finally, the ministry promises to work during the year 2022 on the harmonization of the methods and contents of the energy audits requested in the context of the various renovation aid measures.
