the Court of Auditors notes the weaknesses of the plan wanted by Emmanuel Macron

Two and a half years after its launch by Emmanuel Macron, the “Marseille en grand” plan is under the microscope of the Court of Auditors and its Provence-Alpes-Côte d’Azur regional chamber (CRC). Their provisional report for the period 2021-2023, as part of their mission to evaluate public policies, paints a picture very far from the usual government communication. The document was not to be made public before June and the addition of contradictory remarks from state services and the communities concerned. In this 144-page report to which are added a few annexes, that The world consulted, the body carefully analyzes all the aspects of this plan presented by the executive as “historical” and notes its numerous weaknesses, both in its design, its organization, and in its progress. ““Marseille en grand” suffers from a major lack of formalization”insists the Court of Auditors, which is surprised that the content of an operation whose financing reaches, according to the State, 5 billion euros “is not based on any document other than the transcription of the speech in which the President of the Republic announced it”.

This speech, delivered on September 21, 2021 and the final content of which was only known to Emmanuel Macron’s inner circle, was, according to the judges, preceded by a “rapid gestation” less than one semester. An accelerated implementation which did not allow, they write, a “sufficient prior association of decentralized State administrations, local authorities and the population”.

“No coherent vision”

Imagined by the President of the Republic to make up for the delays in housing, education, public transport or security in the second largest city in France – which Elysian communicators present as the “city of hearts” by Emmanuel Macron –, “Marseille en grand” is described in the report as a “measurement catalog” Who “does not carry a coherent and integrated vision of territorial development”. “The proposed actions, although they are relevant, do not constitute a global and systemic response to local issues”continue the magistrates.

Nearly thirty months after its start-up, they therefore recommend “provide the plan with a contractual framework defining its scope, objectives, timetables and implementation methods”. Noting that, until now, attempts at contractualization carried out by the State “came up against the reluctance of local authorities”. The Court of Auditors is also severe towards the governance and human resources put in place by the State to monitor the plan: [Ils] are not up to the challenge and can be described as destitute. »
