the National Assembly rejects a regulation of the installation of doctors defended by a transpartisan group of deputies

The deputies rejected on Wednesday June 14 the amendment of a transpartisan group led by the socialist Guillaume Garot, which proposed to condition the installation of doctors and dental surgeons in areas well provided with caregivers to an authorization from the agency regional health authority (ARS). In poorly provided territories, installation “by right” would have continued to apply.

The measure was rejected by 168 votes against 127: the majority of the presidential camp, from the right, and all the deputies of the National Rally present voted against, while the left, the Liot group, a few deputies from the three groups of the majority and some Republicans voted in favour. This amendment was not supported by the government, nor by Frédéric Valletoux, the rapporteur (Horizon) of the bill against medical deserts currently being debated in the Assembly. Doctors were also strongly opposed to such a provision.

“We have few caregivers”

Health Minister François Braun blasted a measure that risked “stigmatising doctors” and train “refusals of installation, retirements and deconventions » . “The real subject is that we have few caregivers”advanced for his part the rapporteur Frédéric Valletoux, pleading for a regulatory system within five or ten years, the time that more doctors are trained.

“The incentive policies practiced for decades have not produced the expected results. We say to our doctors: “Don’t go and settle in territories that are already well provided for. Go settle where you want elsewhere ”defended Mr. Garot. “There would (always) be total freedom on 93% of French territory”insisted defended Philippe Vigier (MoDem), rejecting the lawsuits in “coercion”.

“Part of the medical profession today is asking for a form of regulation”supported the ecologist Delphine Batho, when the deputy of the presidential group Renaissance Christophe Marion recalled that a campaign document by Emmanuel Macron in 2022 advocated measures of “regulation”.
