This ambition is materialized within the framework of France 2030, endowed with more than 50 billion euros over the period 2022-2027, including 34 billion euros in new credits, which will be invested so that our companies, our universities, our organizations of research, fully succeed in their transitions in these strategic fields. France 2030 will dedicate 50% to emerging players who bring innovation and 50% of its expenditure to the decarbonisation of the economy, without expenditure that is unfavorable to the environment (in the sense of the Do No Significant Harm principle).
In line with the objective of carbon neutrality in 2050 enshrined in the energy-climate law in November 2019, and with the efforts undertaken as part of the “Fit for 55” package carried at European level under the French Presidency of the European Union, accelerating the fight against climate change is one of its priorities. One of its key objectives is the decarbonisation of industry, in order to respect our current commitment to reduce, between 2015 and 2030, our greenhouse gas emissions in this sector by 35%.
As part of France 2030, 5.6 billion euros will be dedicated to decarbonizing our industry and respecting our climate commitments:
• 610 million euros to finance innovation and the deployment of technologies for a low-carbon industry.
This support for innovation takes the form of the launch of four calls for projects aimed at reinventing our processes and mastering solutions for the future, the specifications of which are available on the site of ADEME, a State operator. It aims to support all research initiatives, development of industrial pilots and demonstrators that will be key to transforming our industry. Means are also provided for supporting territorial diagnostic approaches, in order to build partnerships in our industrial basins which bring together several major emitting sites and to identify the infrastructures that will have to be adapted to them.
• 5 billion euros to provide direct aid for the deployment of decarbonization solutions for industrial sites, both for the most emitting sites and for our entire business fabric in all territories.
Four billion euros will be devoted to innovative technologies such as hydrogen or carbon capture, to decarbonize the most emitting sectors, via competitive and innovative support mechanisms, built in conjunction with the European framework. These unprecedented means in Europe will support an unprecedented effort to decarbonize sectors essential to our strategic autonomy, such as chemicals, steel, aluminum and building materials. In addition, one billion euros will be devoted to mature technologies, at the service of all companies in all territories.
These France 2030 supports will be developed in full consultation with all stakeholders. The Government is thus launching today a public consultation open until April 1, 2022.
These Government investments are based on the mobilization of industrial players, fully committed to the concrete implementation of this unprecedented effort to transform our industrial tool, to make decarbonization a lever for competitiveness.
The Strategic Committee for the “Mines & Metallurgy” Sector presents a “Steel Plan”, drawn up with the State services, and published today, which identifies the actions to be carried out in partnership between the industrialists, the public authorities, and the organizations unions, both in climate and environmental terms, in line with the announcements of France 2030, but also in terms of fair trade relations and in terms of employment and skills development in the sector.
Finally, the ArcelorMittal Group announced on the same day that it was embarking on an unprecedented transformation process for its two main French industrial sites, Fos and Dunkirk, with €1.7 billion of investment. This transformation is part of a long-term strategic partnership with the French authorities, to preserve employment and our strategic industrial capacities.
These investments will make it possible to profoundly transform steel production in France and to achieve a total reduction of almost 40% in CO2 emissions by ArcelorMittal in France by 2027, i.e. 7.8 million tonnes annually. This transformation will represent a 10% reduction in industrial greenhouse gas emissions in France, or 2% of all French greenhouse gas emissions.
ArcelorMittal is already working on a second phase for its operations in France, which will use the technologies implemented in the first phase as well as CO2 capture-storage and capture-use (CCS-CCU), insofar as the technologies and regulations will have confirmed its potential. This second phase will enable ArcelorMittal to achieve carbon neutrality in France by 2050.
John Castex, Prime Minister, declared: “The preservation of our climate ambition and the reindustrialisation of France are two major ambitions of this Government and that France 2030 makes possible. With France 2030, we are now accelerating the decarbonization of our industry, in particular the steel industry, and we are offering a future to French industrial sites and jobs. »
Barbara Pompili, Minister for the Ecological Transition, declared: “The decarbonisation of industry is not only a climate imperative but also a competitive challenge for our companies. With France 2030, we are giving ourselves the means to accelerate this transformation, by devoting €5 billion to the decarbonization of our industrial sites, and more than €600 million to the development of the French offer of innovative solutions for decarbonization. I would like to salute here the quality of the partnership with ArcelorMittal, which alone will enable us to reduce our industrial emissions by almost 10%. The approach implemented in the steel sector is exemplary of that which we want to deploy in all sectors of the economy, within the framework of a form of ecological planning essential to achieving our climate objectives. »
Bruno the Mayor, Minister of the Economy, Finance and Recovery, declared: “France 2030 devotes 5 billion euros to the decarbonisation of our industrial fabric, in all territories, on an unprecedented scale in Europe, to make our climate responsibility a competitive advantage. With the steel industry, a key sector for our strategic autonomy but also one of the sectors that emit the most CO2 today, we are launching an unprecedented partnership to build together the carbon-free industry of tomorrow. On the Dunkirk site and the Fos site, we are investing massively together to reduce by 2027 nearly 10% of industrial emissions in France. »
Agnes Pannier-Runacher, Minister Delegate for Industry, declared: “It is on this Dunkirk site, one of the 5 sites with the highest CO2 emissions in France and one of the largest steel production sites in Europe, that we are announcing the part devoted to industrial decarbonization of the France 2030 plan. We are reaffirming today the industrial vocation of our country, a vocation which is one and the same with our climate responsibility. Producing in France almost always means reducing our carbon footprint. 60 years after the lighting of the first blast furnace, Dunkirk is building its future by combining the fight against global warming, industry and French jobs. »
