The proposals from the CNR Logement unveiled on May 9

The Minister Delegate for the City and Housing, Olivier Klein, will present on May 9 “twenty” proposals drawn from the work of the National Council for Refoundation (CNR), AFP learned from those around him.

Added later to the series of thematic CNRs (health, youth, public service, etc.) wanted by Emmanuel Macron, the CNR Logement produced three reports with recommendations on housing policy, which AFP obtained.

They will be officially returned Olivier Klein on May 9 to the Minister, who will draw about twenty proposals from them to transmit them to the Elyse.

The Presidency of the Republic must centralize the proposals of each section of the CNR and choose which ones to apply or experiment with, the minister added. The other proposals will continue to feed the minister’s thinking.

Since its launch at the end of November, three working groups have worked on three subjects: How to give the French back the power to live?, Reconcile France with the production of new housing and Make housing the vanguard of the ecological transition.

Simplify tax aid and schemes

Their co-leaders, under the aegis of the Abb-Pierre Foundation’s Managing Director, Christophe Robert, and the CEO of Nexity, Vronique Bdague, now go back and forth with the minister’s office to be able to consolidate what we retains the three groups, explained AFP Christophe Robert.

Among these proposals, several aim to simplify or make more effective tax aid and mechanisms, local authority decision-making mechanisms or support for vulnerable people.

We also find there the control of land prices, on the model of what certain cities already apply for rents, or the establishment in certain areas of a minimum density for new constructions, in order to limit urban sprawl .

Recurring demands from professionals have also been included, such as financial incentives for mayors, or the creation of a private landlord status.
