The unions and the employers unite again against the State on the subject of Agirc-Arrco. In a letter dated Thursday, July 28, they ask Gabriel Attal, the Minister Delegate for Public Accounts, to postpone a reform which concerns the supplementary pension fund for private sector employees. A change worries them: the transfer, in five months, of the recovery of the contributions intended for the plan. Of the “serious difficulties” persist, making “unlikely success” of the operation on the scheduled date, they write.

The case, which at first glance is technical and innocuous, in reality conceals heavy stakes: the social partners fear that the calculation of rights will be less efficient in the future, with the risk of injuring the insured when they receive their pensions. complementary.

Co-managed by unions and employers, Agirc-Arrco serves a benefit to some thirteen million people. Its resources come mainly from contributions based on the payroll: a little over 80 billion euros collected each year by institutions united within the system.

Complex configuration

During Emmanuel Macron’s first five-year term, the decision was made to entrust the Urssaf network with the collection of contributions financing several social protection systems. One of the aims of the process is to simplify the task of companies, by offering them the possibility of paying the sums due to a single operator instead of several. The executive also hopes to save management costs and improve the quality of collection.

Agirc-Arrco is one of the organizations that are required to transfer the collection of their contributions to Urssaf. Initially, the handover was to take place on 1er January, but it was postponed for a year by the government of Jean Castex. This choice was made after an initial questioning of the social partners. At the beginning of 2021, they had, in fact, demanded a reprieve, citing the specificities of the regime. Contributions follow a complex configuration, which can be the source of errors that are detrimental to policyholders: if the amounts paid are less than what is due, there are so many less rights. This is why Agirc-Arrco recalculates the amounts declared for each individual in order to make the data more reliable.

Will Urssaf be able to accomplish this Benedictine task? In 2021, unions and employers had expressed strong doubts about this. Today it is still the case: “We do not have sufficient guarantees to rule out any operational risk”, they say in their letter to Mr. Attal. This is signed by the leaders of the representative organizations at the inter-professional level, including the Medef and the CFDT, with the exception of the Union of local businesses.
