The unemployment insurance bill could be toughened in the National Assembly

This is the first of eight government projects supposed to enable it to achieve the objective of full employment. The bill paving the way for a reform of unemployment insurance arrives at the National Assembly on Monday, October 3. If the debates should be agitated, in particular with the New Popular Ecological and Social Union (Nupes), who planned to file a motion to reject the text, the outcome is not in doubt. Whether in the Hemicycle or as was the case during the examination in the Social Affairs Committee, on Tuesday 27 and Wednesday 28 September, the presidential coalition can count on the group Les Républicains (LR) to obtain the majority on this first text of the ordinary session.

The question rather concerns the will of the coalition Ensemble citoyen – Renaissance, the MoDem and Horizons – and of LR to toughen up this short text of five articles a little more, the primary purpose of which is to extend the current rules of compensation – they expire on 1er November –, until the end of 2023. In particular, amendments have been tabled by the MoDem to more strongly constrain people on fixed-term contracts who are offered a CDI of the same nature to accept it and by LR in order to assimilate job abandonment to resignations to make them ineligible for unemployment compensation. By accepting them, the government could ensure the vote of right-wing deputies while not appearing to be responsible for the toughening of the bill.

“A logic of dialogue”

“There is indeed a flaw insofar as an employee who abandons his position has access to more favorable compensation conditions than a resigner”, said Olivier Dussopt, during his committee hearing on Tuesday. If the Minister of Labor showed signs of openness on this subject, he nevertheless warned: “There must be a provision that allows an employee who abandons his position for a safety issue to be able to assert it very quickly, so as not to be penalized. »

“This is proof of the government’s desire to work togetherexplains Jean-Louis Thiériot, LR deputy for Seine-et-Marne and author of the amendment on job abandonment. This is a change from the previous term. »

Withdrawn in committee, the amendment was reformulated and now aims to “to presume to have resigned (…) the employee who has voluntarily abandoned his position”. It will be defended by LR and Together. “We are in a logic of dialogueconfirms the deputy Renaissance du Nord Charlotte Parmentier-Lecocq. But the desire to toughen things up on job abandonment corresponds to an expectation on the ground, of business leaders but also of citizens. » If right-wing elected officials regret that the text lacks ambition and does not carry a deeper reform of unemployment insurance, their votes should, however, not be lacking at the end of the week to adopt it.
