The unions unanimously validate the agreement on the complementary health of state employees

With the favorable vote on Tuesday from the FSU, the seven unions representing the state civil service gave the green light to the draft agreement on complementary health, a rare unanimity with certain reservations.

The internal consultation at the second state civil service union resulted on Tuesday afternoon in a large majority validation of the draft agreement, nearly 83% of the votes, a union source told AFP.

This is the first unanimous agreement since that on teleworking, signed in July 2021 by the nine trade union organizations representing the three sides of the public service.

A formal signing ceremony for the agreement is scheduled for Wednesday morning.

The text defines in particular the list of care that the State will contribute to finance for its agents from 2024, and provides for compulsory membership of the 2.5 million active agents of the State to the collective contracts subscribed by their employer with complementary organizations.

Valid Thursday by Unsa (3rd union), CFDT (4th) and CGT (5th), the draft agreement had received the majority consent of the unions on Friday with the commitment of the CFE-CGC (7th) , then Force Ouverte (1st) sign it.

Monday, it’s Solidaires (6th) who gave the green light while putting strong reserves.

In substance, this draft agreement has seen advances that cannot be dismissed out of hand, recognizes the union in a press release, but the conditions for the coupling between health cover and provident cover are not not sure, he says.

According to the draft agreement, the State undertakes to launch negotiations on pensions in the FPE within one month of signing.

The minister wants to go as far as possible on these negotiations before the presidential election in April, the minister confirmed on Tuesday.

Force Ouverte welcomed a framework agreement clearly superior to the minimum benefits provided for by the social security code, but called, like the CGT, to match it with an increase in the salaries of public officials.

I congratulate myself on behalf of the Unsa Public Service of the unanimous agreement on the PSC, good news for the agents of the State, for its part reacted on Twitter the secretary general of the Unsa FP Luc Farr.
