The young CIE could reach its goal, after a sluggish start

Employment policy

The objective of the device

Deemed too expensive, the assisted contracts were drastically reduced under the Macron presidency. The crisis has brought them back to the forefront. In order to promote the recruitment of young people who are far removed from employment in the commercial sector, in 2020 the government implemented the youth employment initiative contract (CIE). This is a return from the young CIEs deployed following the 2009 crisis.

Since 2018, the subscription of such a contract was only authorized in the overseas departments or by the departmental councils. In the associative sector, the CIE jeunes also exists, but adapted and renamed the youth employment skills pathway (PEC). Both deployed as part of the recovery plan, these measures inspired by contracts assisted in the direction of young people must end at the end of 2021.

The operation

Within the framework of the CIE jeunes, companies can benefit from financial assistance if they recruit a candidate under 26 (up to 30 years for a disabled worker) encountering particular difficulties in entering the labor market. . All companies are eligible, except private employers and those who have laid off workers economically in the last six months or who are not up to date with their social contributions.

The amount of aid amounts to 47% of the gross hourly minimum wage. The duration of its payment (usually 6 to 12 months) is set by prefectural decree: an example here for Ile-de-France. The contract must be a CDI or CDD of at least six months, renewable within the limit of twenty-four months. Part-time work is eligible, from the threshold of 20 hours per week. A brochure from Pôle Emploi gives this example: for a “Beneficiary of a CIE for young people of 20 hours per week over six months, for which the gross monthly remuneration is 888.27 euros, the professional integration assistance granted to his employer is 417.48 euros per month, ie 2,505 euros for the six-month contract “.

But the employer interested in the CIE jeunes must first show a white leg with the public employment services: Pôle emploi, Cap emploi, the public operator responsible for supporting workers with disabilities, or the local mission. . An advisor then checks for the existence of an “integrating path”. The company must in fact appoint a tutor to support the future employee and offer him professional support actions (training, assistance in taking up a position, etc.). The planned support or training actions must be listed in the request for assistance.
