A Swedish oil exploration ship is attacked off the coast of Greenland and the crew is kidnapped. The abandoned drifting ship is found in Danish waters when the Arctic Council tries to meet. At the urging of the Swedish Foreign Minister Elsa Engström, an agreement is to be signed that bans harmful oil drilling in the Arctic. Exploitation of the oil fields not only poses a major threat to the fragile ecosystem of the Arctic, but also to the future of planet earth and its inhabitants: inside. But the agreement has many political opponents: inside. So Russia is secretly offering the Greenlanders independence in exchange for drilling rights. But is Russia also behind the kidnapping of the Swedish researchers?
When Liv, a Swedish intelligence officer, travels to the small village of Tasiilaq to find out who is behind the terrorist act, she encounters massive resistance. The city’s telephone and internet connections will be cut, stuff will be murdered – the opponents of the agreement will not shy away from any means. The council must recognize that these dire events could escalate into a new cold war.

Liv tries to participate in the investigation into the attack on the ship, but is turned down by Katarina, the police chief in Greenland. As a result, she is forced to investigate on her own. Meanwhile, the participating ministers of the Arctic Council want to break off the meeting. Elsa tries to persuade the other members to stay, which is not made easier by a visit from a hungry polar bear in town. Enok, the local police chief in Tasiilaq, uses his local knowledge to find a lead on a witness in the case – information that he prefers to keep to himself for the time being.

Liv discovers a connection between the ship’s attackers and the Russian government, which is actively fighting Elsa’s treaty on the political stage. As Elsa tries to convince the Greenland government to support their agreement, knowledge of a gigantic oil well in Greenland waters becomes known.
