Thirty-nine communities spread throughout the territory will participate in an experiment aimed at detecting users who do not request social benefits when they are entitled to them, announced Thursday, July 6 the Ministry of Solidarity, which finances this project.
These “zero non-recourse territories” are municipalities, intermunicipalities and departmental councils, “both urban, rural and peri-urban”said the ministry in a press release. All are “ready to mobilize alongside us for everyone’s access to just rights”welcomed the Minister, Jean-Christophe Combe.
The participating territories were chosen from among sixty-seven files presented within the framework of a government call for projects. The experiment, which concerns the RSA, housing allowances and the activity bonus, will start after the summer. A scientific council will be responsible for measuring and comparing the different methodologies used to identify those people who do not apply for the social benefits to which they are entitled. An envelope of 18 million euros is planned to support this system, which should last until 2026.
“Prevent the slide into poverty”
In each territory, it will be necessary to identify people unknown to administrative databases – people who, for example, receive neither salary nor unemployment benefits –, which implies joint work between the different communities, associations and security organizations. social.
This approach is part of the vast project of “solidarity at the source”, by which the executive intends to fight against non-recourse. For the RSA alone, it would reach 34% each quarter, a phenomenon that “aggravates the feeling of hardship experienced on a daily basis” And “prevents preventing the slide into poverty”underlines the ministry.
With this in mind, in order to facilitate the procedures, pay slips have included since 1er July a new statement, the “net social amount”, corresponding to the resources to be declared to assess one’s rights to certain social benefits.
In 2024, family allowance funds will automatically have access to this data transmitted by employers. They will thus be able to pre-fill the benefit application forms, and also identify people previously unknown to their services who could be entitled to assistance. This partial automation of procedures will take place in mid-2024 in ten precursor departments, then throughout France in 2025.
