This novelty for the allowance for disabled adults paid by CAF

An increase of 350 euros on average in the allowance for disabled adults (AAH) is expected, from October 1, for tens of thousands of beneficiaries. Indeed, this aid will be calculated without taking into account the spouse’s income, according to an implementing decree recently published in the Official Journal.

This is a major change that is looming for many beneficiaries of the allowance for disabled adults (AAH). Last summer, the National Assembly voted to deconjugate this aid paid by CAF. As of October 1, the spouse’s income will no longer be taken into account for the calculation of this benefit. This is indicated by an application decree published in Official newspaper May 13.

According to government figures, the 120,000 disabled people living as a couple should thus see their allowance increase by 350euros per month on average. In addition, some people who did not receive the AAH because of the excessively high income of their spouse will be able to receive an AAH following the reform, specifies the government.

A reform that will make winners…

This reform is supposed to promote the autonomy of disabled people who will benefit from an individualized allowance without depending on the spouse and his resources. The typical winner of this deconjugalization is the disabled person with no personal resources, or very little, and whose spouse earns more than the minimum wage for a childless couple. With this reform, she will receive her full AAH rate, regardless of her spouse’s income (pacs, husband, partner), explains the site informations.handicap.fr.

Created in 1975, the AAH is intended to compensate for the inability to work. It was revalued by 15 euros on April 1, 2023, to reach a maximum amount of 971.37 euros per month.

Note: to prevent the new method of calculation from being unfavorable to beneficiaries whose current amount of AAH is more attractive taking into account the resources of the spouse, a transitional mechanism has been provided.

… But also losers

Indeed, once the allowance is deconjugated, the beneficiary will not be able to go back, specifies the FAQ dedicated to the reform. And this, even if taking into account the partner’s income is once again favorable to the beneficiary.

With regard to future beneficiaries of the AAH as of October 1, the allowance will be deconjugalized automatically. And several thousand individuals also risk losing out.

It’s an aberration… What the individualisation of the adult disability allowance will change
