Unemployment benefit, rent control, mortgage insurance … the changes of December 1

The month of December opens with a cold snap… and with the entry into force of several measures affecting personal finances. Overview of the main ones.

  • Unemployment benefit: two important changes

From this 1er December, unemployment benefit becomes degressive, for employees with high incomes (over 4,500 euros gross per month) under 57 years old, from the seventh month – therefore after six months of compensation.

This concerns “People whose employment contract ends as of 1er December 2021 », unless “The dismissal procedure was initiated before this date”, precise Service-public.fr. If your unemployment rights were opened before December, nothing changes: it is always from the ninth month of benefit that your allowance will be potentially degressive (but the degression having been suspended from March 2020 to June 2021, the counters no. ‘started only in July 2021, even for the rights opened during the suspension).

Second novelty: you must now have worked at least six months during the last two years to receive unemployment benefit. “This condition applies to persons deprived of employment whose employment contract ended on 1er December 2021 », details Service-public.fr. For an employment contract terminated before, or for dismissal procedures initiated before, it is not six months, but four.

Another measure of the comprehensive reform entered into force in October: the change in the method of calculating the daily reference wage, which serves as the basis for setting the allowance.

  • Controlled rents in more cities

After Lyon and Villeurbanne in November, nine new towns in Ile-de-France are practicing rent control from this 1er December. These are Bagnolet, Bobigny, Bondy, Le Pré-Saint-Gervais, Les Lilas, Montreuil, Noisy-le-Sec, Pantin and Romainville, the municipalities ofintercommunality Est-Ensemble, in Seine-Saint-Denis.

For leases signed from this date, whether it is a new move or renewal, a furnished or bare rental, there are now rents per square meter not to be exceeded, which vary according to the location, the number of rooms, the time of construction, the type of rental and the type of property; you can find them on this interactive map (it is the “increased reference rent” which constitutes the ceiling, apart from exceptions). Current leases and tacit renewals are not affected.
