From October 1, the spouse’s income will no longer be taken into account to calculate the Disabled Adult Allowance (AAH). Concretely, what does this change for its beneficiaries? Explanations.
After a long-term mobilization, the deconjugalization of the Disabled Adult Allowance (AAH) has finally been obtained. This assistance is allocated according to the person’s level of incapacity and household income. The reform comes into force this Sunday, October 1. Good news for beneficiaries: they will not have to take any action, and will have their first payments from November. “People with disabilities will no longer have to choose between love and AAH”declared the Minister Delegate for Persons with Disabilities, Fadila Khattabi, at theAFP. She welcomes a “concrete and sustainable response for autonomy” Disabled people, particularly affected by inflation due to their fragile income.
Thanks to the reform, the income of the spouse of the person who benefits from this assistance will no longer be taken into account. Before this measure, AAH beneficiaries could see their allowance drastically reduced, or even eliminated, because their spouse’s income was too high. Some couples have therefore had to give up getting married or living together. This situation particularly weakened disabled women., forced to be in a situation of financial dependence. According to an APF France Handicap survey published in 2020, 40% of them are or have been victims of violence, including financial.

For beneficiaries, the AAH will remain unchanged or will increase
According to government figures, around 40,000 couple beneficiaries will see their allowance increase by 320 euros per month on average. The aid should also benefit 80,000 new beneficiaries, for an amount of 370 euros per month on average. No beneficiary, whether single or in a couple, will see the amount of their allowance drop: “Either his allowance remains unchanged, or it increases”, assures the ministry. Another calculation is planned for beneficiaries who were in a relationship before the reform (i.e. 30,000 people), and who would see their allowance reduced: “We plan to maintain the conjugal calculation, as long as it is favorable”, specifies the ministry. According to Drees (the statistical service of social ministries), AAH was paid to 1.29 million people in 2022up 3.4% over one year.
