The public must now use La Poste to access the personal training account (CPF). The postal service provides a digital identity service, the only one to provide a reinforced level of guarantee.
Access to the personal training account (CPF) is changing. Basically, you now have to go through a La Poste service to connect and use your funds to buy training. Naturally, if you do not yet have a profile on the solution provided by La Poste, you must create one.
The switchover took place on Tuesday, October 25, 2022, as relayed on Twitter the journalist Émile Marzolf of the magazine acteurs publics. Traditional access via FranceConnect, which unifies and simplifies connection to administrative services, is ruled out.
A hardened CPF login process
It is now via FranceConnect+ that you have to go. FranceConnect+ is an enhanced process for connecting to public services, consisting of demanding more from the public when entering their access codes. FranceConnect+ aims above all to secure more sensitive procedures, via a more reliable digital identity system than the more elementary method of FranceConnect.
Today, the only validated solution for FranceConnect+ is the one provided by… La Poste. The postal service has designed “La Poste Digital Identity” which offers a so-called “substantial” guarantee of the identity of the person who has just connected. It is the first in France to be declared compliant with this degree of reliability.
In comparison, the connection solution with FranceConnect is a “weak” guarantee. Here it is ” simply to reduce the risk of misuse or alteration of the identity “. At the substantial threshold, it is a question of frankly reducing the exposure to abuse and fraud. There is a third level, called “high”, which must prevent any illegitimate use.
Among the uses associated with the substantial level, we find the opening of a bank account, electronic voting, teleconsultation and dematerialized medical prescription. In fact, the personal training account also falls into this category. If it is not extremely sensitive, the CPF involves and financing and is the regular target of scams.
Since its launch in 2019, scam attempts going through the CPF have been regularly documented. You yourself may have received fraudulent SMS or emails, with an alarmist tone or inviting you to follow such or such training. Fortunately, it is possible to report them and treat them as spam, and if necessary to block telephone numbers.
Given the numerous frauds relating to the CPF, the transition from connection to FranceConnect+ appears to be a tightening of the screws to reduce this volume, by making CPF fraud too restrictive. 4,948 reports of CPF scams were reported to the administration services between 2020 and 2021, and this is only the tip of the iceberg.
Create a La Poste digital identity
The creation of a La Poste digital identity involves several steps, including the creation of an account, then the creation of the digital identity as such. You have to verify your mobile phone number, provide identification (such as an ID card or passport) and verify identity – online, it’s by facial recognition, by reading a registered letter.
During this phase, you must send a photo of your identity document in good condition, shoot a video (by webcam or smartphone) with your face on the screen, pronouncing three numbers (mutes can write them on a piece of paper and show it to the camera). You must also present the ID with your face and make a specific head movement.
These steps aim to prove that you are in possession of the previously scanned document “, develops La Poste. In the case of a remote control, the identity verification of the recipient to acknowledge receipt of an electronic registered letter can hardly be done other than by a short recorded video, which is a rather easy task to perform.
Did you think this was the last step? There are two more: first, there is a manual verification of your information, within 48 hours, excluding weekends. If everything is good, this is when you receive an e-mail in which you are asked to consult your electronic registered letter to use the 6-digit activation code.
This is where you can reuse your personal training account.
