The health crisis is causing difficulties for the cultural sector, which has already been somewhat weakened before. Culture Minister Franck Riester unveiled his plan for the cultural sector before the Senate.

If the deconfinement is preparing, we must also think of the reopening of cultural places. As President Emmanuel Macron announced, summer festivals and cultural events cannot take place before mid-July 2020, at least. The deconfinement of cultural places will be done gradually to ensure the health of all. But this delay in the reopening of theaters, concerts, cinemas and even museums raises many questions about the economy of the cultural sector. At the start of confinement, you were told about the impact this has on the cultural industry. Now we have to think of solutions to save the entertainment world. Culture Minister Frank Riester spoke on the subject before the Senate. Focus on the action plan planned within the ministry to ease tensions and save French culture.

"Culture will have a major role to play in helping us find better days." In an interview with the newspaper The world, the Minister of Culture Franck Riester affirmed the importance of the presence of entertainment in our daily life, especially during this period of health crisis. Still must we find solutions to combine our passion for cinemas and concerts while preserving our health? Before the senators, the Minister of Culture said this Thursday, April 16: "The difficulty was to make choices"evoking the idea of a tax credit, proposed by the actors of the audio-visual one.

A reopening of bookstores from May 11?

If certain cultural places are not ready to reopen, Franck Riester wants the bookstores to open again on May 11, the expected date of the start of confinement, although "it must not be done in haste" and that it requires "a work of preparation for deconfinement."

Solidarity fund announced for intermittent workers

One of the most crucial questions of this health crisis and the world of culture, is the remuneration of the intermittents of the spectacle. The concerts, shows, filming and other events in the sector being canceled or suspended, many intermittent workers will find themselves without having made the quota of hours that can ensure their remuneration without contract with a production. An emergency plan seems to be in preparation on the side of the ministry and should be put in place within a fortnight to allow intermittent workers to "benefit from additional security".

Continue to distribute the press throughout the territory

The paper press has been a vulnerable sector for several years. The health crisis has not allayed the ills and the anxiety of the environment. Franck Riester wanted to be reassuring on this, exposing a categorical refusal of a probable "break in distribution" in France : "Aid payments to the press will be accelerated". The situation of freelancers also alarms. On this, the Minister explains that a system of partial unemployment will be put in place for these people. The only condition to benefit from it is if they have done at least "three years in the year and two in the past four months"

Towards the abolition of culture passes for young people?

Many in the Senate have questioned the relevance of keeping funding for culture passes for the youngest. Some senators believe that the usefulness of this pass could be weakened, given that certain sectors of culture would not reopen for a long time. The Minister of Culture believes that a "budget manipulation" would not help the sector in any way and that the culture revival strategy was in line with the culture pass because it generates strong demand.
