The “full employment” bill having been adopted in November 2023, on January 1, 2024, numerous changes linked to the world of work were made in France. Starting with the change of name of the organization managing unemployed people: Pôle Emploi has in fact become “France Travail”.
The entity did not just change its name but announced many other objectives such as reducing recruitment times by focusing in particular on unfilled jobs. Also, the creation of France Travail was coupled with a new “employment network” and its main missions will be the reception, orientation, support, training and automatic placement of unemployed people as jobseekers.

At that time, France Travail mediators (those who examine the applicants’ situations) located in the regions, received alerts and emails of the organization which often asks certain senior job seekers to reimburse overpayments.

However, the origin of the problem goes back much further. In 2022, data from the Retirement and Occupational Health Insurance Fund (Carsat) on the expected date of full retirement for these applicants is integrated into the France Travail system. We remind you that when a person looking for work reaches the age to receive a pension without reduction, France Travail interrupts the payment of unemployment compensation for full retirement.
Unfortunately, as the report points out, this cross-referencing of data led to “significant gaps” between the two dates of interruption of unemployment benefit payment. Differences ranging from “a few months to several years”, which explains the tens or even hundreds of thousands of euros excess received by certain people.
