The highest-paid account in France, the Livret d’epargne populaire remains underutilized. Are you wondering if you are one of the 12 million French people who are entitled to it but do not have one? The answer is on the first page of your new tax notice.

It’s a fact: LEP is, more than ever, the best-paying savings account in France: 4.60%, net of taxes, since Monday August 1st. Who says better to invest their savings in caution? However, it remains largely underutilized. At the end of last year, nearly two-thirds (63% to be precise) of people entitled to this product, which is only prohibited for wealthy households, did not use it, according to the Banque de France’s Regulated Savings Observatory. Worse, only 15% of low-income French households held a People’s Savings Booklet, while 58% had a Booklet A, although it paid less (2%).

This paradox is obviously due to particular constraints of LEP. To access it, you must demonstrate that you do not exceed certain income thresholds, based on the reference tax income (RFR). A subtlety that introduces a doubt: am I eligible or not?

The answer to this question is on the first page of your 2022 tax notice, already available (or soon) in your online tax area, on the impots.gouv.fr website. There is indeed your RFR for the year 2021. Is the amount equal to or less than the thresholds detailed in the table below? All you have to do is go to your bank branch to open a LEP.
