Action Logement ends a difficult year 2022

The social housing giant Action Logement had an “extremely difficult” year 2022, its president Bruno Arcadipane said on Thursday, before a year 2023 with fewer financial resources.

The year 2022 has been an extremely difficult year for Action Logement, but a year full of results, declared Bruno Arcadipane at a press conference.

Inflation, the increase in the Livret A rate which increases the debt of social landlords, or the shortage of materials which handicaps the construction sector have not spared the group, which produces nearly a third of new housing social and intermediaries in France, he explained.

Financed by a contribution on companies (PEEC), the former 1% Housing, piloted by employers and unions, managed via its subsidiaries more than a million housing units.

In 2022, the last year of its colossal investment plan launched in 2019 under pressure from the State, Action Logement obtained some 43,000 approvals (building permits) for social and intermediate housing, less than in 2021 when it got about 48,000.

This is explained by a decline in intermediate housing whose rents are higher than HLM.

On the other hand, the general manager of the group Nadia Bouyer hailed an absolutely fabulous dynamic in the rehabilitation.

Construction sites have increased by almost 25% and more than half are thermal renovations, indicates Action Logement, which has made the decarbonization of its housing stock a priority.

In 2023, Action Logement has set itself a target of declining approvals, 40,300, its resources being reduced by the end of its investment plan.

Regarding this plan, all of our commitments have been kept, said Bruno Arcadipane, recalling how the group financed the National Agency for Urban Renovation (Anru) or the Action Cur de Ville program.

Recurring object of conflicts with the State on its management, the parity group will have to commit against its will 300 million euros to top up an instrument for financing social housing.

Despite this, negotiations for a new five-year agreement with the State are progressing well, said Bruno Arcadipane. There is no particular point that would make us fail.

Action Logement has set itself the objective of issuing 326,000 Visale rental guarantees in 2023, and 120,000 professional mobility aids.
