against the housing crisis, parliamentarians want to regulate tourist rentals

They are four parliamentarians to have made an appointment, Tuesday, May 2, in a café near the National Assembly, to launch a cross-party appeal. “We want to fight against the tsunami of the disappearance of housing in favor of tourist rentals, which are much more lucrativeexplains the deputy (Europe Ecology-The Greens, EELV) from Paris Julien Bayou. In the 3e district of the capital, I counted, yesterday [le 1er mai] 2,600 tourist rental offers and only 55 classic rental offers. »

“People who work on the island of Oléron can no longer live there. And the problem, which concerned the littoral, becomes “retrolittoral”. This poses huge problems of attractiveness, to bring in doctors, executives, workers in the tourism sector…”abounds Christophe Plassard, deputy (Horizons) of Charente-Maritime, who is part of the presidential majority.

Same observation in the Pyrénées-Atlantiques, where the last two initiators of the call are elected, the senator (Les Républicains, LR) Max Brisson and the deputy (socialist) Inaki Echaniz, who says: “For lack of finding anything else, nursing staff accept mobility leases [qui ne peuvent excéder dix mois d’affilée], then sleep in their car in the summer so that the owner rents their very expensive accommodation to tourists. The explosion of seasonal rentals also creates, by domino effect, mobility problems for those who work in Bayonne and must find accommodation 1 hour 30 minutes away by car, without public transport. »

Reduction in the number of overnight stays

Their most emblematic measure consists of eliminating the tax niche enjoyed by furnished tourist accommodation – rural lodgings and residences in ski resorts would nevertheless continue to benefit from it.

The four parliamentarians also recommend reducing the number of nights authorized for the rental of one’s main residence to 90, instead of the current 120, and henceforth subjecting secondary residences to this maximum duration of 90 nights – only commercial premises would remain rentable without time limit. They also wish to prohibit from seasonal rental, except in mountain areas, the worst thermal strainers (classified G +), already prohibited from conventional rental since January.
