Each year, 10 billion euros in social aid would not be claimed by French people who are nevertheless eligible for it. A non-use of these services which varies according to the aid.
According to the barometer of Mes-allocs.fr, a site specializing in information on support for recipients of social assistance, carried out in January and whose results were revealed on Tuesday by Le Parisien, some aid is more often claimed than others.
This is particularly the case for the back-to-school allowance. Its average rate of non-use is 12% for families with one child, and drops to 5% for those with two.
However, this aid is paid automatically by the CAF to all eligible recipients according to income. There is no procedure to take, and the rate of non-recourse can be explained by file errors.
Services that are sometimes very little requested
However, some aids are often neglected. This is particularly the case of the Disabled Child Education Allowance, which is intended for the parents of a child with a disability whose disability rate exceeds 50%. The average non-recourse rate for this aid is 85%.
Similarly, the disabled adult allowance is not claimed on average by 61% of eligible people. If the activity bonus is fairly well distributed among young people under 25, with 19% non-use, the rate rises to 53% for those over 25. At national level, the rate of non-use of the RSA (Revenu de Solidarité active) is 35% in France, 37% for APL (Housing aid) for the general population, and 72% for aid housing for students.
“Certain aids, such as the RSA (35% non-recourse) or the activity bonus (53%), for example, are subject to quarterly updating by the beneficiary of his resources with the Caf, explains Joseph Terzikhan. , founder of Mes-Allocs.fr, in an interview for Le Parisien. It can be an obstacle.” The cumbersome administrative procedures may discourage a certain number of eligible people.
Use of unequal aid according to the departments
The use of these different social aids is also different depending on the departments. Haute-Savoie, for example, has a rate of non-use of the disabled adult allowance of 73%, compared to 39% for Lozère and Aude.
To explain these differences in access to the various services according to the locality, Joseph Terzikhan explains: “On the one hand, there is the level of equipment of each department in physical support structures. And on the other hand, some populations remain remote from digital technology: they do not find out about existing systems or do not take the necessary steps.
