He is coming. The 2024 energy check will be sent automatically by mail from April 2. Several million households are waiting for this help to pay their energy bills. Here is what is changing or not this year for the energy check.

New beneficiaries

In theory, 5.6 million households are eligible for the energy check. These are households whose resources are lower than the scale below. To identify the beneficiaries, the Ministry of the Economy uses the reference tax income (RFR) based on the number of people in the household in order to weight it in consumption units (CU). This tool defined by INSEE makes it possible to compare the living standards of households of different sizes or composition. 1 UC for the first adult in the household, 0.5 UC for other people aged 14 or over, and finally 0.3 UC for children under 14 years old.

For example, a person living alone must have a reference tax income of 11,000 euros maximum in 2024 to receive the energy check while a couple with two children must not exceed 23,100 euros of RFR.

With 20,000 euros of income, can I get the energy check?

Concretely, the energy check is paid according to tax income and the composition of the household in the accommodation, determined according to the housing tax. Gold, as the housing tax is abolished, the identification of accommodation is more complicated.

New households, students for example, or those whose income has fallen may therefore not receive the check. Several family or consumer associations such as the CLCV, Familles Rurales, the UFC Que Choisir and the Unaf had warned of the risk of seeing a million beneficiaries excluded from the system even though they meet the criteria to obtain it.

Energy check: when and how to claim this aid of 150 euros?

Furthermore, households who received the energy check in 2023 but who no longer have the right to it in 2024 will continue to receive it automatically in their mailbox. A million people are in this situation and no reimbursement will be requested from them, Bercy promised. As a result, the energy check budget will be inflated by an additional 100 million euros out of an overall budget of 900 million euros per year.

New eligible expenses

The energy check can be used to pay for all energy expenses related to housing: electricity, gas, domestic fuel oil, wood, biomass… or other fuels intended for heating or the production of hot water.

The energy check can also be used for people who reside in EHPA (non-medical retirement home), EHPAD, independent residence, ESLD (Long-Term Care Establishments) or even USLD (long-term care units). Simply send it directly to the establishment manager, who will then deduct the amount of the energy check from the fee including the energy costs.

The check can also be used finance energy renovation work. They must be carried out by a professional recognized as a guarantor of the environment.

New in 2024 for HLM tenants eligible for the energy check: they can now use it to pay their rental heating charges. A million people are affected. From now on, HLM organizations, mixed economy companies, the Sainte-Barbe limited company, the housing land association or real estate companies whose shares are held at least 99% by this association, or even organizations which exercise approved project management activities, are required to accept this method of regulation.
