Nearly 90% of expenditure has a neutral ecological effect.
While the state will continue to massively subsidize fossil fuels to limit the impact of inflation, the government is criticized on the ecological balance sheet of the 2023 budget. Bercy responded by publishing this Tuesday a “budgetary yellow”, an appendix the draft finance law (PLF) 2023 dedicated to environmental issues, which reveals a more nuanced vision of the ecological consequences of the public choices of the executive.
Five years ago, this question of the greening of the country’s finances would have seemed incongruous, but the theme imposed itself in 2019 in the aftermath of the crisis of “yellow vests” and marches for the climate. Especially since information on the ecological impact of budget and tax expenditure is now accessible. Since 2021, the “green budget”, published as an appendix to the PLF, lists all expenditure favorable to the environment as well as that which has a harmful impact (brown expenditure).
