Summoned to Place Beauvau, Monday, June 21 in the morning, the two companies responsible for distributing electoral documents, Adrexo and La Poste, were subjected to the remonstrances of the Minister of the Interior, Gerald Darmanin.

The day before, on the evening of the first round of regional and departmental elections, elected officials from both the right and the left were greatly moved that many voters had not received the candidates’ professions of faith and the ballot papers.

Evoking “Unacceptable dysfunctions”, the minister reminded the two operators “The obligation of result which bound them”, enjoining them to take “Strong measures to very concretely improve voter information” by the second round of elections, on June 27.

Since the full opening to competition of mail in 2011, the delivery of electoral envelopes no longer falls under the universal service of La Poste, which requires a call for tenders. For the first time, the postal operator is therefore sharing this market with the only other candidate competing in 2020, the private company Adrexo, specializing in the distribution of printed advertising in letterboxes and couriers.

The occurrence of a “cyberattack”

At La Poste, responsible in particular for covering Ile-de-France, Brittany or Provence-Alpes-Côte d’Azur, it is nevertheless estimated to have “Well done the distribution of the first round, as in previous polls”. “For municipalities in which there was a malfunction linked to the updating of address files”, the public group is committed “To get closer to the town halls concerned to help correct erroneous addresses”, he said in a press release.

Adrexo, which notably inherited Auvergne-Rhône-Alpes, Bourgogne Franche-Comté or Hauts-de-France, explains its difficulties by the occurrence of “Cyberattack”. An incident now resolved, assures the company.

Within the company, however, other difficulties are pointed out. “Delivering mail to a given address requires real skill and rigor. However, faced with the number of electoral folds, the management called on temporary workers, trained in a quarter of an hour “, deplores Philippe Viroulet, central union delegate of CAT Adrexo. Some do not make it to the end of their tour. “When they come back with their folds, we’re still not doing too badly; but sometimes piles of election propaganda are thrown away or abandoned ”, he continues. Photos circulating on social networks testify to this.
