Borne opens up to communities the reflection on the decentralization wanted by Macron

Prime Minister Élisabeth Borne on Friday opened to communities the “reflection” on “real decentralization” announced Monday by Emmanuel Macron, proposing to associations of elected officials to “lead this new stage together”.

In addition, Mrs. Borne assured that the communities would benefit next year from compensation of 10.4 billion euros in VAT in return for the contribution on the added value of companies (CVAE), a production tax that the departments, municipalities and intermunicipalities.

In its draft budget for 2023, the government wants to abolish the CVAE over two years. Mr. Larcher asked Thursday for the postponement of one year of the application of this measure.

This amount is significantly higher than that collected by communities this year, or 9.3 billion, said Ms. Borne.

Faced with soaring energy prices, the Prime Minister has undertaken to present soon (…) a national mechanism to limit the rise in energy prices, (as well as) a safety net for all communities to be put in place for 2023.
