The Senate voted this Thursday, December 14, for the establishment of a financial support mechanism for municipalities for energy renovation projects in their schools, a response to Emmanuel Macron’s promise to renovate 40,000 educational establishments in 10 years . With the approval of the government, the upper house unanimously adopted a bill from the RDPI group (of Macronist orientation), which must now be examined by the National Assembly before being promulgated.
The text from Senator Nadège Havet proposes to lower the legal remainder of municipalities or local authorities in energy renovation projects for school buildings. This remaining liability, currently established at a minimum of 20% of the amount of the public subsidy, could thus be lowered to 10% by prefectural decision, if the participation requested from the community is “disproportionate in view of (its) financial capacity”.
“It is a response to the excesses in the costs of these projects,” explained Ms. Havet, brandishing her text as a necessary tool to achieve the objectives set by President Macron at the beginning of September. The latter announced the release in 2024 of 500 million euros from the green fund for the energy renovation of schools, with the objective of adapting more than 40,000 educational establishments to global warming within 10 years. “This development completely meets the government’s ambitions in terms of ecological transition,” underlined the Minister of Local Authorities, Dominique Faure, who is in favor of the system.
Announced during the last school year by the Head of State, this plan is estimated at 40 billion euros and concerns 50 million m2 of school infrastructure. Its implementation is necessary to meet the objective of reducing energy consumption by 40% by 2030.
