In the federal state summit in Berlin it was recorded: The federal states themselves decide when the schools should reopen. Here is an overview.
Even if the Chancellor herself was against reopening the schools – she was unable to prevail at the advisory summit with the country leaders. Accordingly, it should now be a matter of the state when daycare centers and schools have face-to-face classes again. RTL.de has published an overview of which openings are currently planned. Baden-Wuerttemberg
Opening planned on: February 22nd or March 1st for elementary schools and daycare centers (decision still open)
How is teaching / mentoring? From the 5th grade onwards, the children stay in homeschooling until the Easter holidays
Bavaria
Opening planned on: February 22nd for elementary schools and daycare centers, if district incidence is below 100
How is teaching / mentoring? Alternating lessons, daycare centers in restricted regular operation, final classes continue to have face-to-face lessons
Berlin
Opening planned on: Primary schools from February 22nd, gradually to face-to-face teaching
How is teaching / mentoring? Alternating lessons, there should be free and voluntary rapid tests for students and teachers
Brandenburg
Opening planned on: February 22nd, daycare centers stay open if incidence stays low
How is teaching / mentoring? Changing classes in grades 1-6, the date for changing classes from class 7 has not yet been set. Emergency care is available until February 22nd
Bremen
Opening planned on: Changes to the regulations are planned for February 22 or March 1 at the earliest
How is teaching / mentoring? In Bremen the schools are not generally closed, but the children do not have to be present
Hamburg
Opening planned on: Not until March 7th. The spring break begins in Hamburg on March 1st

Opening planned on: Stage model until April 11th, daycare centers will remain closed until then

Alternating instruction for elementary and special schools and final classes, after April 11, if the incidence value is below 50, all schools face-to-face instruction, if over 50 alternating model. Daycare centers should go into normal operation when the value is below 50, and be looked after in fixed groups from 50
North Rhine-Westphalia
Opening planned on: Gradual opening from February 22nd, in coordination with the neighboring states of Rhineland-Palatinate, Lower Saxony and Hesse

Opening planned on: February 22nd for primary schools and daycare centers, except for the districts of Flensburg, Lübeck, Pinneberg and Duchy of Lauenburg
